Driver files NBI complaint accusing Rhian Ramos, Michelle Dee, and Sam Panlilio of assault, torture

A personal driver and assistant identified as “Totoy” has filed a complaint before the National Bureau of Investigation (NBI) accusing actress Rhian Ramos and beauty queens Michelle Dee and Sam Panlilio of physical assault, torture, and illegal detention allegedly committed inside a condominium unit in Makati City.

According to the complainant, the incident allegedly occurred on January 17 after he and Ramos returned from a taping. In a media interview, “Totoy” claimed he was assaulted inside the actress’ condominium unit located on the 39th floor of a residential building.

“Galing kami sa taping… Pag-uwi ko po ng alas tres ng madaling araw… bigla akong hinawakan at binugbog ako sa loob. Nagmamakaawa po ako, at binubugbog pa rin nila ako,” he said.

The driver further alleged that two male bodyguards were present during the incident and that he was repeatedly beaten despite pleading for mercy.

The following day, January 18, “Totoy” claimed he attempted to take his own life by jumping from the unit’s window.

“Pagkatapos po ng pananakit, tumalon ako sa bintana ng ika-39 na palapag,” he said, adding that he survived after getting caught on an electrical cable and landing on the 25th floor of the building.

He alleged that after reaching the lobby, he was intercepted by bodyguards and brought back to the condominium, where the alleged abuse continued. He claimed that Dee and Panlilio later joined the assault.

In his sworn statement, the complainant made detailed allegations against Dee, claiming he was stripped, doused with rubbing alcohol, and forced into acts against his will.

“Hinubaran niya ako, binuhusan niya ako ng alcohol sa katawan… sinabi niya, ‘Maglaro tayo,’” he recounted.

He further claimed that alcohol was sprayed into his eyes and that he was subjected to degrading acts.

“Inispreyan niya mata ko… hinawakan niya kamay ko at idiniin sa leeg niya,” he added.

The driver also alleged that Ramos’ bodyguards continued to beat him and even forced him to drink his own urine.

“Kahit anong makaawa ko, wala na po akong magawa… tuloy-tuloy pa rin akong binugbog ng mga bodyguard niya,” he said.

The complainant is currently under the care of the Volunteers Against Crime and Corruption (VACC), which confirmed that it assisted him in filing the case before the NBI.

Earlier, Dee filed a separate complaint for qualified theft under Article 310 of the Revised Penal Code against the same driver before the Makati City Prosecutor’s Office. In her complaint, Dee alleged that she discovered on January 19 that the driver had taken “sensitive images” from her condominium unit.

According to the filing, the driver allegedly admitted taking the images and returned some of them, though Dee claimed that not all items were recovered.

The driver was arrested in connection with the qualified theft complaint. However, he later filed counter-complaints for torture and serious illegal detention before the NBI.

In a statement, the legal counsel for Ramos, Dee, and Panlilio said they have yet to receive an official copy of the NBI complaint.

“Our clients have not received a copy of the complaint allegedly filed against them. They will answer once they receive it,” the lawyer said.

The counsel also denied the allegation of illegal detention, stating that the driver was residing in the condominium as part of his employment.

“As far as our client is concerned, there was no incident of illegal detention since he was a resident of the condominium,” she added.

As of this writing, the NBI is evaluating the complaints filed by both parties. No formal charges related to the alleged assault have yet been announced, and the parties involved have not issued further statements beyond their legal filings.
