Surprised? You wouldn’t know it by looking at him. Luis is always monkeying around, one couldn’t imagine there’ a serious bone in his body. But with parents Governor Vilma Santos and former Makati Vice-Mayor Edu Manzano who are both involved in public service, one would understand why Luis is inherently charitable.
