Actress Bela Padilla minced no words in denouncing former Department of Public Works and Highways (DPWH) assistant district engineer Brice Hernandez after his admission that several infrastructure projects in Bulacan’s First District—including flood control facilities—were “substandard.”

During the Senate Blue Ribbon Committee hearing on Tuesday, September 23, Hernandez confirmed that not only flood control projects but also classrooms, hospitals, bridges, and roads had been compromised in quality.
His testimony, which also touched on casino trips allegedly funded by public money, sparked outrage from both lawmakers and the public.
Padilla took to Instagram Stories to share her anger, reposting a clip of the hearing alongside a scathing message directed at Hernandez.
“Literally walang hiya,” she wrote. “Cause if you had any shame in your bones, you wouldn’t be where you are today. You would’ve quit your job, thinking that people’s lives could be at risk. And you would’ve informed people of what was happening.”
The actress further accused Hernandez of squandering taxpayers’ money.
“You went to casinos and spent our money, and slept well at night in your boujie homes. Disgusting behavior. The fact that you can say that these projects are substandard so callously should already warrant your rotting in jail,” Padilla said.
Echoing the frustration of ordinary citizens, she ended her post with a pointed curse: “May you never sleep well again, Mr. Hernandez. May the faces of the people you’ve inconvenienced and harmed haunt you forever.”
Padilla joins a growing number of celebrities publicly condemning the corruption scandal involving DPWH flood control projects, which has already implicated several lawmakers and contractors.
