How did the Comelec arrive at its decision in disqualifying more than 100 party-list groups from participating in 2013 elections?

Broadcast journalist Ted Failon investigates the decision of the Commission on Elections (COMELEC) in disqualifying more than 100 party-list groups from participating in 2013 elections in this Saturday’s (Dec 15) episode of ”Failon Ngayon.”

According to Comelec Chairman Sixto Brillantes, the poll body screened the party-list groups to weed out bogus and rich party-list representatives. But some groups were dismayed and questioned what they think were inconsistencies in the Comelec’s decision.

Some noticed that party-list groups that claim to represent the same marginalized groups didn’t receive the same ruling, while legitimate party-list groups such as 1-Utak and Samahang Magsasakang Ilocano didnt make the cut and got disqualified.

How did the Comelec arrive at its decision?  Was it fair or partial?  Was there a sell out?
