Star for All Seasons and newly re-elected Batangas Governor Vilma Santos-Recto delivered a powerful inaugural speech on July 7 at the Batangas Provincial Capitol, marking her official return to public service after a nearly decade-long hiatus from the province’s top post.

A three-term governor from 2007 to 2016 and former congresswoman, Gov. Vi is back—this time with renewed energy and focus. “I didn’t ask for this. I was asked to come back and serve,” she shared. “Our mayors and congressmen told me, ‘We want you to return because we want to feel the delivery of basic needs again.’”
These “basic needs” were outlined in her signature governance framework: HEARTS, which stands for Health, Education, Agriculture, Roads, Tourism and Technology, and Security and Social Services.
In her inaugural speech, Santos-Recto immediately set the tone for her administration’s proactive agenda, signing four Executive Orders that she described as urgent and pre-planned. Her priority areas include health, education, and disaster preparedness—especially in anticipation of the 11 to 20 typhoons projected to hit the country this year. “Ayoko nang maulit ang trahedya ng Bagyong Kristine,” she said, referencing last year’s devastating storm.
A staunch advocate for senior citizens, Gov. Vi also announced dedicated funding and programs to support the elderly sector in Batangas.
Recognizing the evolving landscape of governance, she also introduced new systems like a provincial hotline and monthly reporting mechanism to ensure continuous assessment of public needs and government performance.
When asked about working with officials from different political affiliations, she emphasized the importance of teamwork and shared vision. “Ang mas epektibong serbisyo ay ‘yung may teamwork. Mahalaga na pareho kayo ng vision para mabilis ang trabaho at serbisyo,” she said.
Later, in an intimate gathering with members of the entertainment press inside the Governor’s Office—fondly referred to as the “mansion”—Gov. Vi reflected on her return. “I couldn’t sleep last night. I was so excited,” she said, smiling.
Despite the rigorous demands of public office, the 71-year-old actress-politician did not completely shut the door on returning to the big screen. “In three years, maybe I can do one movie. Just one, maybe for the Batangueños,” she shared.
She also addressed rumors about an indie film project with Coco Martin and Cannes Best Director Brillante Mendoza. “That photo that circulated was taken two years ago. They offered me a film, but it didn’t push through—maybe because of the schedule or the concept. It was similar to Batang Quiapo, I think,” she clarified.
Still, Gov. Vi expressed openness to future collaborations with Coco, should the right project come along. “Kung maiba ang concept, baka puwede pa.”
Ending her speech with humility and grace, Santos-Recto asked for unity and support: “I cannot do this alone. I need your cooperation, love, respect, and faith.”
Even at 71, she remains radiant and full of purpose. “It’s all about outlook in life,” she said. “I take care of myself, and I’ll need support now, especially as I have more limitations. But I’ll make sure someone I trust will help represent me when needed.” (with reports from Carlos Aragon)
