Pasig City Mayor Vico Sotto delivered a scathing message against contractor couple Sarah Discaya and Curlee Discaya, accusing them not only of stealing public funds but of allegedly involving and “teaching” their children to commit corruption.

In a video statement posted on his official Facebook account on Saturday, December 20, 2025, Sotto directly addressed the arrest of Sarah Discaya and the controversies surrounding allegedly anomalous Department of Public Works and Highways (DPWH) infrastructure projects.
“Una, sana mas marami pang mahuli at mapanagot,” Sotto said, noting that while frustrations remain over the lack of accountability among so-called “big fish,” progress is finally being made.
“Pero isipin na lang natin six months ago, ni hindi natin alam na ganito na pala kagrabe yung nangyayari sa DPWH projects… Kahit papano nasa tama ang momentum,” he added.
Sotto warned the public against believing claims that the Discayas are merely “small fish” or victims.
“Sabi ng AMLC, mahigit PHP180 billion ang pumasok sa mga bank account nila. Apat sa siyam na kompanya pa lang nila ang pinag-uusapan natin,” he said.
“Kung susuriin natin nang mabuti, hindi lang sila basta kontraktor. Sila ay naging tagapagpasimuno,” he added, alleging that the couple repeatedly approached lawmakers, presented available DPWH budgets, and openly offered “advance, porsyento, SOP.”
Sotto also responded sharply to Sarah Discaya’s emotional remarks about her children during interviews following her surrender to authorities.
“Sabi ni Madam Sarah, ‘paano ’yong mga anak ko, huhu.’ Sana naisip n’yo ’yan bago n’yo dinamay ang mga anak ninyo sa mga kalokohan ninyo,” he said.
The mayor claimed that several corporations tied to the Discaya family were placed under the names of their children when they were barely of legal age.
“Pangalan pa lang ng korporasyon, ginawa lang santo—pero St. Gerrard, St. Timothy, St. Matthew, pati ’yong YPR,” Sotto said, referring to firms allegedly linked to the family.
He detailed that their second son, Matthew Carl, acquired St. Matthew Corporation in 2022 at just 18 years old.
“Sa Matthew Carl (second son) binili ang St. Matthew Corporation, 18 years old noong 2022 sa halagang PHP245 million. Sana all may PHP245 million noong 18 years old. Hindi bababa sa PHP17 billion ang naging infra projects na nito,” Sotto said.
He added that their eldest son, Gerrard William Francisco, registered a One Person Corporation in 2021 at age 18.
“PHP50 million authorized capital stock, PHP12 million paid capital… 2023 alone naka-PHP3 billion ito,” he said.
Sotto ended the segment with one of his strongest statements yet: “Mr. and Mrs. Discaya, hindi lang kayo nagnakaw, tinulungan at tinuruan ninyo ang mga anak ninyong magnakaw.”
Sarah Discaya was served two warrants of arrest by the National Bureau of Investigation on December 18, 2025—one for violation of the Anti-Graft and Corrupt Practices Act and another for malversation of public funds through falsification, reportedly linked to a ghost flood control project worth millions in Davao Occidental. She was flown to Cebu to face the Lapu-Lapu City Regional Trial Court.
Sotto also alleged that the couple continues to engage in wrongdoing even after the arrest.
“Dalawang congressman na ang nagkuwento sa akin na humihingi sila ng pera… kapalit ng hindi pagsama sa kanila sa listahan o ledger,” he said, adding that former employees were allegedly being threatened to prevent them from testifying.
Concluding his statement, Sotto urged the public to remain vigilant and persistent.
“’Wag tayong tumigil. Patuloy nating gawin ang lahat ng makakaya natin para mapanagot ang dapat managot,” he said.
“We all have something to contribute. Let’s all do our part.”
The Discaya couple has been linked to billions of pesos worth of allegedly anomalous DPWH flood control projects. Sarah Discaya previously ran against Sotto in the May 2025 Pasig City mayoral race, where Sotto won by a landslide to secure his third term as mayor.
