DOST ibinida ang ‘Project SIGNAL’ sa Handa Pilipinas Negros

Sa pagtatapos ng Handa Pilipinas sa Bacolod City, ibinida ng Department of Science and Technology (DOST) ang isang lokal na inobasyon na kasalukuyang nakatutulong at napapakinabangan ng mga local government unit (LGUs) sa rehiyon— ito ang Project SIGNAL.

Nagtapos sa Negros Occidental ang nationwide exposition ng Handa Pilipinas noong ika-27 ng Oktubre 2025.

Isang incident reporting at monitoring system ang Project SIGNAL na nangangahulugang Strategic Incident Georeferencing for Nationwide Alertness na idinisenyo para sa LGU. Ito ay magagamit sa pag-monitor at pagresponde sa mga emergency, mula sa mga sakuna gaya ng pagguho ng lupa, pagbaha, maging ang mga insidente sa daan at medikal na emergency.

Gamit ang Project SIGNAL na dinebelop ng DOST-6, natutulungan ang mga LGU sa rehiyon na mag-report ng mga insidente sa kanilang mga komunidad sa pamamagitan ng mobile application. Awtomatikong nalalaman nito ang lokasyon gamit ang geo-tagging na pinapadala sa Emergency Operations Center ng nasabing LGU. Dahil dito, masisiguro ng mga magreresponde na tama at mabilis ang impormasyon na makukuha nila upang makapagbigay ng angkop na tulong sa mga komunidad.

Dagdag pa rito, makakabuo rin ng database ng impormasyon ang mga LGU na makatutulong sa kanila sa pagpaplano at pag-analisa ng mga panganib sa kanilang lugar.

“So, it’s really a very good planning and analytics tool for LGUs. Kasi pwede mong tingnan, ano ‘yung mga incidents that happens in my LGU, ano ‘yung frequency, saang specific location,” ani DOST-6 Regional Director at DOST Negros Island Region Officer-in-Charge Engr. Rowen R. Gelonga.

Ipinaliwanag din nya na dahil may advanced GIS (Geographic Information System) technology capability ang Project SIGNAL, maaari nang makabuo ang LGU ng mga desisyon na naka-angkla sa siyensa.

“Bakit kaya dito palaging nagla-landslide? O, bakit kaya ditong location na ‘this curve of the road, of the highway, palagi may vehicular accident? And then ‘pag titingnan mo ‘yung kanyang topography, ‘yung kanyang location, then you can better understand why these things or incidents continue to happen and come up with the appropriate response, ‘no? So it is a science-based solution,” dagdag ni Dir. Gelonga.

Mula nang maimplementa noong 2022, nakapagtala na ng mahigit 27,000 na incident report ang mga LGU ng rehiyon sa Project SIGNAL. Kabilang sa mga insidenteng naitala ay mga medikal na emergency, insidente sa kalsada, at iba’t ibang sakunang pangkalikasan. Ayon din sa datos mula sa DOST-6, 132 sa 139 na mga LGU sa Western Visayas ay may mga aktibong account na at mayroong 875 na rehistradong incident reporter. Sa kasalukuyan, nagagamit na ang Project SIGNAL sa rehiyon pa lamang ngunit paliwanag ni Gelonga, layon pa nilang palawigin ang Project SIGNAL sa buong bansa na sisimulan muna sa mga rehiyon sa Visayas.

“We are now campaigning for more LGUs to use the system. And in fact, the reason why we are launching this in the Visayas is really to present this technology to the other local government units outside the Western Visayas, particularly for NIR (Negros Island Region), ah, Region 7, as well as Region 8,” pahayag ni Gelonga.

Dagdag pa ni niya, layon din nilang makipag-ugnayan sa Department of the Interior and Local Government at sa National Disaster Risk Reduction and Management Council sa posibilidad na mas lumawak pa ang implementasyon ng Project SIGNAL.

Layun ng Handa Pilipinas na mapalakas ang kahandaan ng mga rehiyon kaugnay sa sakuna at testamento ang Project SIGNAL sa patuloy na pagtupad ng DOST sa pangako nitong tulungan ang mga komunidad sa pamamagitan ng mga solusyon hango sa agham at teknolohiya.

“There’s no one-size that fits all your needs, LGU or community needs. This is why Handa Pilipinas is going to each region in the country. Risks are local; therefore, resilience actions must be localized,” paliwanag ni DOST Secretary Renato Solidum Jr.

Maging ang mga lokal na opisyal sa rehiyon na dumalo ay nagbahagi rin ng kanilang pagsuporta sa sa mga inisyatibo ng DOST.

“We are grateful to the Department of Science and Technology for its continued partnership and support particularly through the provision of intensity meters in Negros Occidental and other LGUs. These instruments greatly enhance our capacity to monitor seismic activity, and provide timely data that help inform decision-making and safeguard communities,” pagpapasalamat ni Negros Occidental Governor Eugenio Jose V. Lacson.

Ang ikatlong nationwide exposition ng Handa Pilipinas ay ginanap sa SMX Convention Center Bacolod City noong ika-27 ng Oktubre at matatapos sa ika-29 ng Oktubre 2025, tampok ang mga exhibit at techno-fora na nakatuon sa climate change at paghahanda sa mga sakuna. Sa Visayas ang huling yugto ng Handa Pilipinas na sinimulan sa Baguio City para sa Luzon at sa Zamboanga City para sa Mindanao na ginanap lamang kamakailan.

Ang Handa Pilipinas ay isa sa mga inisyatibo ng Department of Science and Technology (DOST) na layong magbigay ng science-based, innovative, at inclusive solutions sa apat na mga strategic pillar: human well-being, wealth creation, wealth protection, at sustainability. Ibinahagi ni DOST Secretary Renato U. Solidum Jr. ang pangangailangan na bumuo ng isang Visayas na science-driven at people-centered sa kanyang pangunahing talumpati.
