Three majority and two minority members have made it to the top 5 of the most favorable senators in Publicus Asia’s Pahayag 2025 End-of-Year (PEOY-2025) survey.

Senator Bam Aquino topped the list with a 54-percent net favorable rating, while Senators Francis “Kiko” Pangilinan and Risa Hontiveros garnered 47 and 46 percent, respectively.

Minority Senators Bong Go (42 percent) and Rodante Marcoleta (38 percent) rounded out the top 5 of the survey, which was participated in by 1,500 respondents who are registered Filipino voters and was conducted from Dec. 7 to 10, 2025.

Go topped the 2025 senatorial race, followed by Aquino, while Pangilinan and Marcoleta placed fifth and sixth, respectively.

The PEOY-2025 survey is an independent, non-commissioned nationwide purposive sampling survey. The respondents were randomly selected from the market research panel of PureSpectrum, a US-based panel marketplace with global operations and a regional office in Singapore.

Publicus Asia was the only survey company to correctly predict that Go and Aquino would finish first and second, respectively, in the 2025 senatorial elections.
