Former senator Ramon “Bong” Revilla Jr. appeared before the Department of Justice (DOJ) on Thursday, February 12, 2026, for the second preliminary investigation into the plunder complaint filed against him in connection with alleged anomalous flood control projects.

Facing the media after the proceedings, Revilla criticized those implicating him in the case and questioned their conscience.
“Hindi ko alam kung paano nakakatulog yung mga nag-aakusa sa akin,” ani Revilla.
The DOJ is currently conducting its investigation to determine whether there is sufficient basis to file formal charges in court.
The complaint is linked to an alleged ₱92.8-million “ghost” flood control project in Pandi, Bulacan. Earlier, the Office of the Ombudsman filed graft and malversation charges against Revilla and six executives from the Department of Public Works and Highways (DPWH) Bulacan 1st District Engineering Office.
On January 19, Revilla surrendered to authorities following the issuance of a warrant of arrest and hold departure order by the Sandiganbayan in relation to a non-bailable malversation case tied to the same project.
The following day, January 20, the former lawmaker posted ₱90,000 bail for the graft charge filed against him, also connected to the alleged ₱92.8-million flood control project.
Revilla’s camp has maintained that the accusations are baseless and said they are prepared to confront all evidence submitted against him as the investigation proceeds.
