The Department of Science and Technology (DOST) Ilocos Region, in partnership with the DOST–Philippine Textile Research Institute (DOST-PTRI), the Provincial Government of Ilocos Norte, and the Local Government of Vintar, has officially signed a memorandum of agreement for the establishment and operation of the Regional Yarn Production and Innovation Center (RYPIC) – Ilocos Norte, the first of its kind in the region.
The signing ceremony was led by Ilocos Norte Governor Cecilia Araneta Marcos, DOST-PTRI Director Julius L. Leaño, Jr., DOST Ilocos Region Director Teresita A. Tabaog, and Vintar Mayor Richard A. Degala.
Set to open on November 20, 2025, in time for the 2025 National Science, Technology, and Innovation Week (NSTW) celebration, the RYPIC–Ilocos Norte marks the third such facility in the Philippines, following the centers in Miagao, Iloilo and Ilagan, Isabela.
The new RYPIC aims to strengthen the local textile and weaving industry by promoting the use of indigenous natural fibers and integrating sustainable, science-based technologies in fabric production. It is envisioned to become a hub for research, development, innovation, and yarn production, serving as a catalyst for inclusive growth in the Ilocos Region.
Once operational, the center is expected to create new opportunities for farmers, artisans, and entrepreneurs, especially those engaged in value-adding textile activities. By connecting traditional weaving practices with modern technology, RYPIC–Ilocos Norte seeks to enhance the region’s competitiveness in the textile value chain.
According to DOST, the establishment of RYPIC–Ilocos Norte underscores the region’s growing innovation ecosystem and its commitment to supporting local artistry, sustainable livelihoods, and circular textile economies powered by science and technology.
