Established in July 7, 2012, LUWASA Inc., a non-government organization continues to provide safe and reliable water supply to the people of Brgy. Lumbang, Pilar, Sorsogon.

This water system was a prioritized community sub-project of DSWD KALAHI-CIDSS under Makamasang Tugon to provide basic access of safe and potable drinking water to every household in the community.
It started from 11 units of tapstands (Level 2), wherein more or less 77 households benefited. These households paid P60.00 per cubic liter covering Purok 1 and Purok 2.

On January 23, 2013, LUWASA Inc. officers from different sectors and professions were elected to lead and manage the organization to continue the operation and maintenance of the water system. The Security and Exchange Commission (SEC) also recognized LUWASA, Inc. as registered organization on October 22, 2014.

After the registration, the officers were able to manage and extend services to Purok 3. Also, they were able to elevate the services from Level 2 to Level 3 water system; thus, supplying to 179 households and one Elementary School including free services for Day Care Center and Barangay Community Garden.
The payment was also reduced to Php30.00 per cubic liter up to the present.
