“Benefits go straight to my phone”: Caloocan seniors and solo parents now receive aid through GCash

Accessing government support in Caloocan City has become faster and more convenient, benefiting senior citizens and solo parents alike.

Solo parents and senior citizens in Caloocan City lined up to join GCash and the city government’s Know Your Customer (KYC) On The Go (OTG) initiative

For Evangelyn Guimaray, a senior citizen, it often meant standing in queues just to pay household bills after receiving her subsidy. Today, that routine is beginning to change.

“Marami akong naiisip na paggagamitan ng subsidy tulad ng mga kailangan sa loob ng bahay, panggastos, pambayad sa tubig. Dati, pumipila pa ako para magbayad; ngayon, susubukan ko na sa GCash,” Guimaray shared.

(I already have many ideas for how to use my subsidy—household needs, daily expenses, paying the water bill. Before, I had to line up to pay, but now I can try doing it through GCash.)

Guimaray is one of thousands of senior citizens and solo parents who joined Caloocan City’s initiative to make access to government assistance simpler, faster, and more dignified.

From long queues to a few taps

Through the ‘Barangay Outpost’ initiative, GCash representatives visited local communities to provide hands-on support, helping senior citizens, solo parents, and other residents open and fully verify their GCash accounts on-site. For those who needed it, National ID registration was also made available, ensuring everyone could confidently navigate and use GCash services.

With verified accounts, benefits such as annual birthday cash gifts and local government subsidies can now be credited directly to beneficiaries’ GCash mobile wallets—eliminating the need to travel, line up, or wait for disbursement schedules.

During the onboarding sessions, participants were also guided on how to use GCash for everyday needs, from paying bills and sending money to shopping online.

“Hindi pala siya mahirap gamitin”

For senior citizens like Doris Nomorosa, who already had a GCash account, the initiative was an opportunity to better understand the app’s features and feel more confident using it.

Being able to transact from home, without lining up or commuting, made a big difference. “Mas kampante ako ngayon,” she shared, noting how digital payments allow her to manage her funds safely and independently.

Meanwhile, Carlito Derecho, a senior citizen living in Caloocan City, initially hesitated to sign up, thinking digital wallets would be complicated. After being assisted during the Know-Your-Customer process, he realized it was easier than expected.

Now, he can access his benefits and transact wherever he goes— something he once thought wasn’t possible.

Saving time for what matters most

Solo parents are experiencing similar relief.

For Zeny Guzarin, 55, receiving her monthly solo parent subsidy through GCash has removed the need to spend hours in line—time she now uses for her household and personal responsibilities.

Editha Robles remembers the long waits she used to endure just to claim financial support from the local government. Today, she simply checks her GCash account to confirm that her subsidy has been credited—no queues, no travel, no uncertainty.

To further streamline aid distribution, Caloocan City recently rolled out the GCash Visa Card for senior citizens and solo parents, enabling faster and more flexible access to government benefits.

Mayor Dale Gonzalo “Along” Malapitan, who led the initiative alongside city officials, emphasized the importance of using technology to improve public service delivery.

“Sa laki ng Caloocan at sa dami ng ating mamamayan, kailangan nating maging mabilis at maayos sa paghahatid ng serbisyo. Kung gagamit tayo ng teknolohiya gaya ng GCash, mas mapapabilis natin ang pag-abot ng tulong at benepisyo sa mga residente, lalo na sa mga senior citizens at solo parents,” he said.

(With a city as large and populous as Caloocan, we must be efficient in delivering public services. By using technology like GCash, we can make it faster and easier to provide assistance and benefits to our residents, especially senior citizens and solo parents.)

Expanding financial inclusion one community at a time

According to Joanne Magno, GCash Public Sector Account Manager, this initiative helps local governments deliver services more efficiently while advancing financial inclusion.

“We’re enabling seniors and solo parents to use digital financial tools so they can receive benefits without traveling or queuing,” Magno said.

Similar programs are being explored in other cities, including a scholarship disbursement initiative for 20,000 youth in Quezon City through GCash.

With features that allow users to pay bills, send money, and shop online, GCash is helping make everyday transactions simpler, especially for those who once had limited access to digital financial services.

For Caloocan’s senior citizens and solo parents, government support no longer feels distant or difficult to reach—it often goes straight to their phones.
